Oil & Gas · Singapore

In oil and gas, a long swing is only as good as the sleep in it.

Offshore and remote crews work 12-hour shifts on multi-week rotations, often swinging between days and nights, in shared quarters. Fatigue in major-hazard operations can be catastrophic.

Reg Watch

What’s changed, and what’s coming

Regulatory change that affects how you manage fatigue in oil & gas: what has changed in the last 12 months, and what is on the way.

Upcoming changeExpected from 1 December 2026Within 12 months

From 1 Dec 2026 MOM makes four heat-stress measures mandatory for workers exposed to heat, including a heat-stress training programme, cool water and emergency cooling. The Workplace Fairness Act 2025 (covering disability and mental health conditions) is targeted to commence around end-2027.

Regulatory changes checked as at 1 October 2026.

Regulation

Who regulates it, and what they expect

This sector has a fatigue-relevant framework beyond the baseline. Major hazard installations must keep a safety case showing major-accident risks are as low as reasonably practicable, and MOM requires them to keep shift personnel fit for work, drawing on the tripartite Fitness for Work guide for process and terminal operations shift personnel. The programme covers individual fitness; it does not cap shift length.

Who regulates it

MOM regulates Jurong Island's refineries, petrochemical and chemical plants under the WSH Act and the WSH (Major Hazard Installations) Regulations, which require a safety case for each major hazard installation. MOM also runs a Fitness for Work programme for 24/7 shift personnel at these sites, backed by a tripartite guide.

Your obligations

As an MHI operator you must maintain a safety case demonstrating major-accident risks are as low as reasonably practicable. MOM requires you to keep 24/7 shift personnel fit for work - identifying safety-critical roles, assessing their demands and applying fitness assessments at set intervals - and the Fitness for Work Tripartite Guide is guidance on how to do so. The baseline applies too, including Employment Act caps for shift staff within the salary thresholds.

Consequences

Baseline WSH Act penalties apply: up to S$500,000 for a company and S$200,000 and/or two years' jail for an individual (WSH Act maxima, 2026); since 1 June 2024, up to S$50,000 for failing to conduct a risk assessment that is a major cause of serious harm. A fatigue-linked major-accident failure would also be examined against your safety case, and MOM can halt operations with a stop-work order.

Penalties

A stop-work order at a continuous process plant carries shutdown and restart costs far above any fine, and breaching one carries up to S$500,000 plus S$20,000 a day (2026). Work injury compensation limits rose on 1 November 2025, to up to S$269,000 for a death.

On the record

No Singapore court, coroner, investigator or regulator has published a finding linking fatigue to an incident in oil and gas. Fatigue risk still falls under the Workplace Safety and Health Act duty and MOM's fatigue management guidelines.

How the suite fits

How each product connects to your obligations

Grades describe how strongly a product connects to an obligation. None discharges an obligation, and none carries a compliance warranty.

Sleepfit

Supports your general duty of care

Sleepfit screens sleep health across your process and terminal shift crews, supporting your reg 3 risk assessment. MOM expects major hazard installation shift staff to stay fit for work; no rule names a sleep screen. It screens; diagnosis stays with your clinicians.

About Sleepfit

Fatiguefit4Duty

Supports your general duty of care

Fatiguefit4Duty records a point-of-duty fatigue check for your safety-critical shift staff, supporting your s 12(1) WSH Act duty and MOM's fitness-for-work expectation at major hazard sites. A fitness-for-duty check, not a fitness-for-duty decision - the duty call stays with you.

About Fatiguefit4Duty

Awareness eLearning

Supports your general duty of care

Awareness eLearning gives your process and terminal shift crews recorded fatigue education, supporting your general duty under s 12(3)(e) of the WSH Act to provide adequate instruction, information and training. MOM's fatigue guidelines recommend it; no rule names it.

About Awareness eLearning

Was It Fatigue?

Supports your general duty of care

Was It Fatigue? structures a fatigue review of a process incident, supporting the root-cause investigation your major hazard installation must report after a process incident. That duty does not name fatigue. A structured judgement aid, not a determination of cause.

About Was It Fatigue?

SleepWellBaby

SleepWellBaby supports parents among your process and terminal shift crews through the most broken months of infant sleep. No Singapore rule reaches sleep in new-parent households; it is offered as a benefit.

Why this pairing in Singapore

MOM expects major hazard installation shift staff to stay fit for work; no rule names a tool. Sleepfit screens your process crews, Fatiguefit4Duty adds a point-of-duty check and Awareness eLearning trains with a record. Fatigue Lifecycle adds Was It Fatigue? for the reg 7 review.
