El sueño y la fatiga en petróleo y gas

Offshore and remote crews work 12-hour shifts on multi-week rotations, often swinging between days and nights, in shared quarters. Fatigue in major-hazard operations can be catastrophic.

Cambio recienteDesde el 4 de junio de 2026

Se aplica a todas las industrias en Estados Unidos

If you have workers in Colorado exposed to extreme heat or cold, a law signed 4 June 2026 requires a temperature illness prevention plan and worker training, with your plan due to the state by 1 September 2028.

Próximo cambioPrevisto a partir de octubre de 2027En los próximos 12 meses

OSHA's heat injury and illness standard, proposed August 2024, is still a proposal: a supplemental proposal is projected for December 2026 and final action for October 2027, with no compliance date set. Colorado plans are due 1 September 2028; Virginia must adopt heat rules by 1 May 2028.

Cambios normativos revisados al 1 de octubre de 2026.

Regulación

Quién la regula y qué espera

El detalle normativo y de investigación de esta página se muestra en inglés.

Oil and gas runs on two federal tracks and neither sets a fatigue rule. OSHA's process safety management standard requires covered refineries and gas plants to address human factors in their process hazard analyses, but the word fatigue appears nowhere in it. California goes further and makes its refineries assess employee fatigue and the effects of shiftwork and overtime. Offshore, the safety and environmental management rules say nothing about fatigue at all, though the vessels supporting the work do carry a twelve-hour watch limit.

Quién la regula

Onshore facilities (refineries, gas plants) fall under OSHA, including its Process Safety Management program. Offshore Gulf of Mexico operations fall under BSEE (Bureau of Safety and Environmental Enforcement), the agency created after Deepwater Horizon. Standard disability, leave, and workers' comp protections apply throughout.

Sus obligaciones

If your process is covered by OSHA's process safety management standard, human factors must be addressed in the process hazard analysis. The rule names human factors and stops there, with no shift limit and no rest period, and drilling and well servicing are expressly excluded from it. California refineries must additionally maintain a written human factors program that assesses employee fatigue and the effects of shiftwork and overtime. Offshore, safety and environmental management systems impose competency and training duties and nothing on hours.

Consecuencias

Process safety management violations, including a human factors analysis that exists only on paper, are commonly cited as serious or willful, at $16,550 and $165,514 a violation at 2025 levels in force for 2026, and refining remains a standing inspection priority. California adds its own refinery enforcement on top. Offshore, the regulator can issue incidents of noncompliance, civil penalties and shut-in orders, none of which target fatigue because its rules do not reach it. Vessel watch limits are enforced separately.

Sanciones

OSHA maxima at 2025 levels, in force for 2026: $16,550 per serious or other-than-serious violation, $165,514 per willful or repeat violation, and $16,550 per day for failure to abate.

Operator fatigue named a contributing cause of LNG export terminal explosion

    • Seguridad

An LNG line at an LNG export terminal exploded after thermal expansion in a section isolated from its pressure relief valve, causing a vapor cloud explosion, fireball and pool fire. In a public briefing on the root cause analysis, federal regulators PHMSA, FERC and the Coast Guard listed operator fatigue as a contributing cause, alongside procedures that let operators routinely isolate LNG line sections. PHMSA later proposed civil penalties for procedural, monitoring, control and training failures.

Sleepfit

Apoya su deber general de cuidado

No US rule requires sleep screening across oil and gas. California and Washington refineries must run human factors programs that assess employee fatigue (8 CCR 5189.1; WAC 296-67), and Sleepfit supports them. It screens; diagnosis stays with your clinicians.

Acerca de Sleepfit

Fatiguefit4Duty

Apoya su deber general de cuidado

No US rule requires a fitness check across oil and gas. California and Washington refinery programs must assess fatigue, and 49 CFR 392.3 covers CMV drivers. Fatiguefit4Duty supports both. A fitness-for-duty check, not a fitness-for-duty decision - the duty call stays with you.

Awareness eLearning

Apoya su deber general de cuidado

No US rule names fatigue training across oil and gas, though pipeline control rooms must educate controllers on fatigue under 49 CFR 192.631 and 195.446. Awareness eLearning supplies fatigue and sleep content with a completion record.

Was It Fatigue?

Apoya su deber general de cuidado

Process safety investigations under 29 CFR 1910.119(m) must identify contributing factors but do not name fatigue; California refinery programs do. Was It Fatigue? supports both. A structured judgment aid, not a determination of cause.

SleepWellBaby

No US oil and gas rule reaches sleep in new-parent households. This is a workforce decision rather than a compliance one, and it supports the wider fatigue picture you are asked to assess.
