The Workplace Fairness Act 2025, which will bar discrimination including on disability and mental health conditions, has passed but is not yet in force; MOM targets commencement around end-2027. It does not cover public officers (Public Service Division, Jul 2026), so MOE-employed teachers appear to be outside it. Private education employers with 25 or more employees will be covered.

Government-school teachers are civil servants, so the Employment Act's hours protections do not apply; their workload is governed by MOE and public-service HR policy. Private-school staff within the salary thresholds keep the Employment Act caps. MOM's fatigue guidelines are the nearest published benchmark.

The Ministry of Education employs teachers in government schools as civil servants, outside the Employment Act. Private education institutions registered with the Committee for Private Education employ staff under the baseline safety and employment law.
No teacher-specific hours or rest rule applies. MOE manages government-school workload through internal HR policy. Private education employers carry the baseline duties: the safety duty, Employment Act hours caps for staff within the salary thresholds, and compulsory work injury insurance for manual and lower-paid staff. Camps, overseas trips and overnight duties are where fatigue risk to staff and students concentrates.
No education-specific penalty regime applies. Government-school workload issues run through MOE and public-service grievance processes rather than tribunals. Private providers face baseline WSH Act penalties - up to S$500,000 for a company and S$200,000 and/or two years' jail for an individual (WSH Act maxima, 2026) - and Employment Act hours breaches of up to S$5,000 per offence.
For private providers, baseline figures apply: WSH Act fines up to S$500,000 for a company (2026) and work injury compensation limits raised on 1 November 2025. For MOE, the costs of teacher fatigue are attrition and wellbeing rather than fines.
