Educators work early starts and long days in demanding rooms. The consequence is high because it is the care of young children, but there is little night or rotating shift work.

Singapore has no fatigue law for early childhood educators. The Employment Act's hours protections cover non-workmen only up to S$2,600 basic a month, so educators paid above that have no statutory hours cap. ECDA's mandatory staff-child ratios, from 1:5 for infants to 1:25 for K2, set a staffing floor across long opening hours - a child-safety measure, not a fatigue rule.

The Early Childhood Development Agency (ECDA) licenses preschools under the Early Childhood Development Centres Act 2017 and sets staff-child ratios. MOM administers the Employment Act and the WSH Act, with the WSH Council and MOM publishing general fatigue guidelines. TAFEP promotes fair employment ahead of the Workplace Fairness Act 2025.
You owe the baseline safety duty, including adequate training and supervision. Employment Act caps - 12 hours a day, 72 hours' overtime a month, a weekly rest day - apply only to staff within the salary thresholds. ECDA's licensing rules require you to maintain staff-child ratios, from 1:5 for infants to 1:25 for K2. MOM's fatigue guidelines recommend, not require, shifts of no more than 12 hours including overtime.
Baseline WSH Act penalties apply: up to S$500,000 for a company and S$200,000 and/or two years' jail for an individual (WSH Act maxima, 2026). Hours breaches for covered staff carry up to S$5,000 per offence. ECDA can act against a centre's licence for breaches of ratio and other licensing requirements - a separate lever from fatigue regulation.
Employment Act hours breaches cost up to S$5,000 per offence (2026) for covered staff; WSH Act fines reach S$500,000 for a company. The larger exposures are licensing action and the reputational cost of a child-safety incident.
记录在案
No Singapore court, coroner, investigator or regulator has published a finding linking fatigue to an incident in childcare. Fatigue risk still falls under the Workplace Safety and Health Act duty and MOM's fatigue management guidelines.
