No published Singapore rule sets duty hours, rest or fatigue standards for prison officers. As civil servants they sit outside the Employment Act's hours protections, so rostering rests on internal Home Team policy. For a 24/7 custodial workforce, MOM's fatigue guidelines, written for all workplaces, are the nearest published benchmark.
The Singapore Prison Service, under the Ministry of Home Affairs, employs prison officers as Home Team uniformed officers. As civil servants they fall outside the Employment Act, and their hours and shift arrangements are set by internal public-service policy that is not published.
No published rule sets maximum shift length, rest between shifts or fatigue management for prison officers, and the Employment Act does not apply to civil servants. Duty hours, overtime and rest are governed by internal Home Team and public-service HR policy. MOM's fatigue guidelines - shifts of no more than 12 hours including overtime and caution over safety-critical work between 2am and 6am - are the nearest published benchmark for a round-the-clock custodial roster.
No published penalty regime addresses prison-officer fatigue. Accountability for rostering runs through internal Home Team discipline, HR processes and Parliament rather than MOM enforcement. Private contractors working in the prison estate carry the baseline WSH Act exposure: up to S$500,000 for a company and S$200,000 and/or two years' jail for an individual (WSH Act maxima, 2026).
No published fine applies to prison-officer fatigue itself. The costs are operational - incidents, officer injuries and attrition in a hard-to-staff role - and reputational. For contractors in the prison estate, baseline WSH Act fines and work injury compensation limits (from 1 November 2025) apply.
记录在案
No Singapore court, coroner, investigator or regulator has published a finding linking fatigue to an incident in corrections. Fatigue risk still falls under the Workplace Safety and Health Act duty and MOM's fatigue management guidelines.
