From 1 Dec 2026 MOM makes four heat-stress measures mandatory for workers exposed to heat, including a heat-stress training programme, cool water and emergency cooling. The Workplace Fairness Act 2025 (covering disability and mental health conditions) is targeted to commence around end-2027.

Construction has no fatigue or hours rule of its own; the baseline applies, and it bites here because many site workers are workmen earning within the S$4,500 threshold, inside the Employment Act's hours caps. MOM's heat-stress guidance, first issued as a 2012 circular, recommends heat monitoring, rest in shade, hydration and acclimatisation - measures that overlap with fatigue control. It is guidance, not law, but it is the standard your site will be measured against after an incident.

MOM enforces the WSH Act on construction sites, with the WSH Council publishing sector guidance. The Building and Construction Authority regulates building work, not working hours. MOM's heat-stress guidance is the most fatigue-relevant sector material, and it is advisory.
You carry the baseline safety duty and must assess and control site risks, including fatigue and heat. For workmen on up to S$4,500 basic a month, the Employment Act caps work at 12 hours a day and overtime at 72 hours a month, with a weekly rest day. MOM's heat-stress guidance recommends heat monitoring, scheduled rest in shade, hydration and acclimatisation for new workers. Since 1 June 2024, sites with contract sums of S$5 million or more must have video surveillance at high-risk work areas.
Baseline WSH Act penalties apply: up to S$500,000 for a company and S$200,000 and/or two years' jail for an individual (WSH Act maxima, 2026); since 1 June 2024, up to S$50,000 for failing to conduct a risk assessment that is a major cause of serious harm. Construction is a standing focus of MOM enforcement: a stop-work order halts the site, and breaching one carries up to S$500,000 plus S$20,000 a day.
In the first half of 2025, MOM's inspections of higher-risk industries, construction among them, found nearly 7,000 breaches and led to S$1.5 million in composition fines and 28 stop-work orders. A stop-work order idles the site until MOM lifts it. Work injury compensation for a death ranges from S$91,000 to S$269,000 (from 1 November 2025).

No Singapore court, coroner, investigator or regulator has published a finding linking fatigue to an incident in construction. Fatigue risk still falls under the Workplace Safety and Health Act duty and MOM's fatigue management guidelines.
