Defence runs its own safety system, and rest is part of it. The Committee of Inquiry into the 2018 death of CFC Dave Lee found his platoon had 6 hours 15 minutes of uninterrupted rest the night before a fast march, instead of seven, because of an unauthorised punishment. Serious training incidents are examined by Committees of Inquiry and military courts. Defence contractors carry the baseline duties.

The Ministry of Defence and the Singapore Armed Forces govern military training safety through the SAF's own training safety regulations, chain of command and Committees of Inquiry, with an Inspector-General's Office overseeing safety since 2019. Defence contractors fall under MOM and the baseline.

Uniformed training must follow SAF training safety regulations, including rest before strenuous activity - the Dave Lee inquiry measured a platoon's rest against a seven-hour uninterrupted standard. Serious training incidents are examined by a Committee of Inquiry. MINDEF's civilian staff are civil servants outside the Employment Act. Defence industry contractors carry the full baseline duties for their own workers.
后果
Training-safety failures are dealt with through military law and inquiry: in 2020 a military court fined six servicemen S$1,800 to S$4,500 over Dave Lee's death, including for an unauthorised punishment the night before the march, and three were demoted. Defence contractors face the baseline: up to S$500,000 for a company and S$200,000 and/or two years' jail for an individual (WSH Act maxima, 2026).
处罚
Military fines are small; the real costs of a training death are institutional - Committees of Inquiry, training pauses, public scrutiny and structural change such as the Inspector-General's Office. For defence contractors, baseline figures apply, including work injury compensation of up to S$269,000 for a death (from 1 November 2025).

Military inquiry: unauthorised night punishment cut trainees' rest before fatal fast march

A full-time national serviceman collapsed with heat stroke during an 8km fast march and later died. A military Committee of Inquiry found that the night before, commanders had held unauthorised physical punishment that cut the platoon's required seven hours of uninterrupted rest to about six hours 15 minutes, even though the pre-march safety check asked whether trainees had that rest. The inquiry listed accumulated fatigue and insufficient rest among the possible contributing causes, and the commanders involved were removed from command.
